The Truman administration had withdrawn Ho's American advisers in the fall of 1945, and by December Ho's situation was dire. Perhaps impressed by the stated American intention to give the Philippines independence in 1946, he wrote a letter to President Truman in which he proposed that if Vietnamese independence could not be achieved immediately, then Vietnam would accept transfer to the United States as a trust territory in preparation for independence.

Provided the French colonial administration cooperated, the Japanese would leave it in place and the French colonial troops would be allowed to retain their arms. The governor-general of Indochina had little choice but to accept the Japanese terms, and retroactively his decision was approved by the Vichy government.
